MasterCard's public sector experience extends back to the first public sector purchasing card programme created in 1985. MasterCard developed the initial public sector purchasing card programmes for the Australian, Canadian and U.S. governments. Over the years, MasterCard has established a global track record of successful card implementations throughout the public sector. MasterCard's experience in public sector purchasing, travel, fleet and multi-card card programmes includes a variety of central and local government implementations around the world:

France
In partnerships with Crédit Mutuel/CIC and Europay France, we developed Public Sector Payment Solutions for the French Ministry of Defence, the French Ministry of the Interior and the Commune of Issy les Moulineaux.
Each of the projects commenced with a pilot phase, testing in particular the virtual and the face-to-face purchasing requirements of the individual programmes, this phase is ongoing and will be finalised at the end of 2003. Crédit Mutuel/CIC will provide detailed transaction data and authorisation controls, combined with MasterCard's global acceptance network. They will also offer training and implementation support, e-Commerce capabilities and seamless integration of the card platform into front-end and back-end operations.
The benefits for the public agencies include:
- Invoice dematerialisation
- Fewer individual purchase orders and invoices, through consolidation of charges and payments
- Lower processing costs
- Improved cash management
- Clearer audit trails.

Norway
Together with SEB Norway we developed a purchasing solution for the Norwegian Defence. The Purchasing Card is part of a wider Norwegian Defence programme called Argus that is expected to save the Norwegian around 44.5 million euro by the end of 2004.
The MasterCard Purchasing Card is used in combination with "The Public Marketplace" that has been developed by the Norwegian Government in order to streamline the purchasing process for the Norwegian Defence. MasterCard Europe is currently conducting research in Scandinavia and UK to define future cost saving opportunities provided by purchasing card programmes.
